You're the procurement lead at Marrick Shire Council. The tender for facilities maintenance on 42 council buildings has closed: four years of reactive and planned work, five bids.
The evaluation plan was written and approved before the bids came in. The panel meets this morning.
You'll check the bids, get the scores through the panel, then award and debrief. Three meters: Four-year cost (what the council will really pay, lower is better), Standing and Risk. A ranking board shows the scores as you've earned them, and a calendar runs from day 0 to day 15, when the complaint window closes.
